Look up “shapefile” — if you want to plot raw data against something like police precincts or City Council districts, you need to know where those districts are. You need shapefiles. You can find local shapefiles at NYC’s data portal, more at City Planning, but if you can’t find what you’re looking for, never underestimate the power of the lazyweb.
